Request against an e-learning solutions integrator


The e-learning solutions integrator won a contract for the implementation of an e-learning solution. The project was delayed by almost two years, after which the public entity initiated legal proceedings by submitting a request for judicial expertise to the Paris Administrative Court.

During the judicial expertise, the public entity accused the company of the following:

  • Failure to comply with the technical plan in the contract
  • Failure to meet deadlines
  • Quality defects in the deliveries made

The entity also alleged losses of over 2 million euros.


The GM Consultant loss adjusters obtained all the documents for the case (technical plan in the contract, management documents, several thousand emails, etc.) and participated in 5 damage survey meetings that took place over an 18-month period.

The court-appointed expert drew up a final report finding in favour of the policyholder for the technical aspects and dismissing the items listed in the public entity’s claim. The expert also upheld the loss suffered by the policyholder, one-third of which was related to overdue bills and the other two-thirds to additional work paid for by the policyholder due to default by the opposing party.
